Career Expo

Hong Kong's economic and employment situation is under great pressure as a result of the financial tsunami. To tackle the challenge, the Chief Executive has put forward measures to stabilise the financial system, support enterprises and preserve employment.

The Government is sparing no effort to speed up the implementation of various infrastructure projects and advancing recruitment of civil servants, to create more job opportunities in the community.

The "Infrastructure: Building Opportunities for a Better Tomorrow" Career Expo, organised by the Development Bureau, introduces civil service job vacancies and employment opportunities in lands, planning and works departments. A total of 10 government departments and seven supporting organisations are participating in the exhibition.

The expo also showcases the latest developments of Hong Kong infrastructure projects, and will feature a series of talks on various public works projects to enhance people's understanding of the city's infrastructure development and boost public confidence in Hong Kong's future development.

Building Opportunities for a Better Tomorrow

Infrastructure development can bring about huge economic benefits. Employment opportunities and wages will increase during the construction stage, and, on completion, the infrastructure projects will boost economic activities and improve the living environment.

The 10 major infrastructure projects put forward by the Chief Executive will not only expand the room necessary for Hong Kong's further development, but also improve its transportation, thereby linking up our socio-cultural and business activities with more efficient transportation systems. More importantly, with closer rail and road transport links between Hong Kong and the neighbouring regions of Shenzhen and the Pearl River Delta, Hong Kong can foster further cross-boundary integration. These infrastructure developments will consolidate Hong Kong's status as a global city and lay a new foundation for sustained development in the future.


The Development Bureau and its departments will speed up the progress of on-going major infrastructure projects as well as the implementation of works of various scales.

Through concerted efforts, Capital Works Programme expenditure was about $23 billion in 2008-09, which was $1.2 billion more than the original estimate of $21.8 billion. There will be a significant increase in the capital works expenditure in the coming years. As reflected in the latest Annual Estimates, it will rise to $39.3 billion in 2009-10. About 47,100 job opportunities for professionals and workers will be provided, representing a substantial increase of 11,800 jobs over the last financial year. The job figure of 47,100 includes some 13,400 employment opportunities generated by minor works projects.

Capital works expenditure will be at a high level over the next few years, and is expected to reach $50 billion a year to further promote economic development and create more job opportunities.

Development Bureau

The Development Bureau was set up in July 2007 with the primary mission of speeding up infrastructure development to ensure Hong Kong's continued prosperity. The bureau is determined to strike a pragmatic balance among development, environmental protection and heritage preservation, to provide a quality living environment for the people of Hong Kong.

The bureau is responsible for overseeing nine government departments - Planning, Lands, Buildings, Architectural Services, Civil Engineering & Development, Drainage Services, Electrical & Mechanical Services, Water Supplies and Land Registry - to ensure timely and efficient co-ordination and processing among these departments on infrastructure development.

Taking forward the 10 major infrastructure projects and other medium and small-scale works projects is the bureau's primary task in the immediate future. It will also continue its efforts in heritage conservation, harbour front planning and greening works to enhance the quality of life and living environment in Hong Kong.
