The Development Bureau and its departments will speed
up the progress of on-going major infrastructure projects
as well as the implementation of works of various scales.
Through concerted efforts, Capital Works Programme
expenditure was about $23 billion in 2008-09, which
was $1.2 billion more than the original estimate of
$21.8 billion. There will be a significant increase
in the capital works expenditure in the coming years.
As reflected in the latest Annual Estimates, it will
rise to $39.3 billion in 2009-10. About 47,100 job
opportunities for professionals and workers will be
provided, representing a substantial increase of 11,800
jobs over the last financial year. The job figure of
47,100 includes some 13,400 employment opportunities
generated by minor works projects.
Capital works expenditure will be at a high level
over the next few years, and is expected to reach $50
billion a year to further promote economic development
and create more job opportunities.

The Development Bureau was set up in July 2007 with
the primary mission of speeding up infrastructure development
to ensure Hong Kong's continued prosperity. The bureau
is determined to strike a pragmatic balance among development,
environmental protection and heritage preservation,
to provide a quality living environment for the people
of Hong Kong.
The bureau is responsible for overseeing nine government
departments - Planning, Lands, Buildings, Architectural
Services, Civil Engineering & Development, Drainage
Services, Electrical & Mechanical Services, Water Supplies
and Land Registry - to ensure timely and efficient
co-ordination and processing among these departments
on infrastructure development.
Taking forward the 10 major infrastructure projects
and other medium and small-scale works projects is
the bureau's primary task in the immediate future.
It will also continue its efforts in heritage conservation,
harbour front planning and greening works to enhance
the quality of life and living environment in Hong
Kong.
